The defect

The weld seams' strength on the rear bumper cross member might not meet the required specification.

The hazard

In the event of a vehicle breakdown, if the rear towing eye is used for winching a vehicle onto a tow truck, cracks might occur in the weld seams and the rear cross member may detach from the vehicle, increasing the risk of an accident and serious injury or death of vehicle occupants and other road users.
