The defect

The high beam can no longer be deactivated using the high beam lever until manually activated by the driver. The high beam can be deactivated by turning the rotary light switch to the manual driving light setting.

It is possible that oncoming vehicles occupants could have their vision impaired, increasing the risk of an accident.
